1. Marinate steak with ingredients (soy sauce, oyster sauce, fish sauce, sugar, black pepper, neutral oil) for 15 minutes.
2. While the steak is marinating, make the sauce: toast glutinous rice in a dry pan on medium heat until golden brown. Use a mortar and pestle to grind it into a fine powder.
3. Pound palm sugar and combine it with the rest of the sauce ingredients (fish sauce, tamarind paste, lime juice, Thai chili flakes, sliced shallot, chopped cilantro).
4. Heat a pan with 3 tbsp of oil on medium-high heat. Once shimmering, sear the steak for 30 seconds on each side, continuously flipping until it forms a nice crust. (For a two-inch steak, the poster cooked it for a total of 1.5 min on each side).
5. Let the steak cook in a 200°F oven until it reaches your desired doneness. (The poster cooked theirs to 135°F for medium rare).
6. Let the steak rest for 10 minutes then serve with white cabbage and the prepared sauce.
